The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: hopeful statements are released from different nations. Considerable effort is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from across the border, a capability provided through up-to-date information. From observation points, military aircraft that had been dispatched to engage hostile aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Soon after, a automatic firearm opened up on a drone close by, part of a defensive team – probably Western-made equipment. Sadly, the bullets missed the hostile drone – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on external assistance – a reliance that neighboring countries are demonstrably unable to substitute in the short term.

Failed Diplomacy

The detailed framework from American leadership generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a principle understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to relinquish the land that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from assuming that the status quo will not change more in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Current Realities

Factually, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
